Jose de San Martin Essay In Argentina war of independence was fought from 1810 to 1818 by Argentine forces under Jose de San Martin against royalist forces loyal to the Spanish crown. On July 9, 1816, an assembly met in San Miguel de Tucuman, declared full independence with provisions for a national constitution. Chile This war of independence was an armed conflict between the people of Chile and Spanish colonial authorities, which started on September 10, 1810 and extended until 1821. A declaration of independence was officially issued by Chile on February 12,1818 and formally recognized by Spain in 1840, when full diplomatic relations ( conducting negotiations between representatives of groups or states) were established. Peru The Napoleonic invasion of the Iberian Peninsula should have led to a degradation of royal power, but since nearby Upper Peru was under the attack of armies from Buenos Aires, the Peruvian oligarchs supported the royalist cause. Fear of indigenous rebellion also remained from the 1780-1781 revolt that was headed by Jose Gabriel Tupac Amaru Condorcanqui. Finally, the viceroys of Peru traditionally had the support of the Lima oligarchs because of their opposition to the commercial interests of Buenos Aires and Chile. Therefore, the Viceroyalty of Peru became the last redoubt of the Spanish Monarchy in South America. Nevertheless, a Creole rebellion arose in 1812 in Huanuco and another in Cusco between 1814 and 1816. Both were suppressed. These rebellions were supported by the armies of Buenos Aires. Peru finally succumbed after the decisive continental campaigns of Jose de San Martin (1820ââ¬â1823) and Simon Bolivar (1824). While San Martin was in charge of the land campaign, a newly built Chilean Navy led by Lord Cochrane transported the fighting troops and launched a sea campaign against the Spanish fleet in the Pacific. San Martin, who had displaced the royalists of Chile after the Battle of Maipu, and who had disembarked in Paracas in 1820, proclaimed the independence of Peru in Lima on July 28, 1821. Four years later, the Spanish Monarchy was defeated definitively at the Battle of Ayacucho. After independence, the conflicts of interests that faced different sectors of Creole Peruvian society and the particular ambitions of the caudillos, made the organization of the country excessively difficult. Only three civiliansââ¬âManuel Pardo, Nicolas de Pierola and Francisco Garcia Calderonââ¬âacceded to the presidency in the first seventy-five years of Perus independence. The Republic of Bolivia was created from Upper Peru. In 1837 a Peru-Bolivian Confederation was also created but was dissolved two years later due to Chilean military intervention

Development of Electronic Government Policy 1. INTRODUCTION This paper discusses policy implementation in order to explain the development of electronic government policy in the Local Government in Great Britain. In order to do this, the paper firstly provides a brief description of electronic government. This is followed by a discussion of policy implementations and its relevance in local government to e-government, as well as the analysis of the key features and roles of implementation. Finally, the paper discusses British effort to implement e-government at the local level. 2. E-GOVERNMENT E-government is a notion that has revolutionised bureaucracy and the way governments function in the twenty first century. E-Government is an approach dealing with the development of online services such as e-tax. E-government is also responsible for many innovations and improvements in the early years such as e-transportation and e-health. There are clear associations between the goals of the modernisation agenda and that of the electronic government agenda. For example, within an expected national policy for electronic government in England, the term electronic government is currently described as ââ¬Å"exploiting the power of information and communications technology to help transform the accessibility, quality and cost-effectiveness of public services, and to help revitalise the relationship between customers and citizens and public bodies who work on their behalfâ⬠(Local Government Association 2002:XXX). 3. POLICY IMPLEMENTATION AND ITS RELEVANCE It has been claimed that the implementation of local e-government is perhaps the most diverse and complex change programme ever undertaken by local government (The Economist 2006). The process touches all public services, from social services to housing and from education to street cleansing, and every single department of local government. As a plan for change, it entails innovations in structures, processes, working practices and corporate cultures. Therefore, it has an effect on everybody who is a part of the local government including elected members, staff, citizens and local businesses. Furthermore, local electronic government is not just a matter for local authorities, as it extends to a wide range of other local agencies. This necessitates the general partnership and successful management. The transformation from plan to implementation entails the organisation of capital, and current effort in processual studies of change have accentuated on the administration of organisational politics and the implementation of power. Resources not only include money, staff time and technological infrastructure, but also leadership, relevant skills and competencies (McLoughlin Cornford 2006). 4. KEY FEATURES AND ROLES The attainment of e-government is of strategic importance for local governments. According to Murray (2005), the key features for implementing electronic government are informatics planning, informatics management, informatics development, customer chain, internal value chain, supply chain and electronic community. Informatics planning considers information audit and standardisation, process mapping and design, authority strategy and modernisation, informatics strategy, risk assessment and costââ¬âbenefit analysis. Informatics management considers the management matters that are important for the execution of the electronic government agenda, including electronic championing, the form of electronic government organisation and the nature of any benchmarking exercise conducted or planned. Informatics development reflects on the existence of a clear plan for improvement. It does this by reflection on resource matters and whether an audit of appropriate skills had been performed. Key enablers for sustaining the customer chain consist of customer relationship management, the state of the citizen WWW site, examination of whether electronic democracy has been considered and what attention has been paid to the provision of the full range of future access mechanisms and channels. Internal value chain refers to the state of the current information systems. In regards to information systems architecture the apprehension is with the integration and interoperability of information systems as well as the integration with external standards and systems. Considering IT architecture, the significant technology enablers are knowledge management, document management, content management and intranets. Enablers for the supply chain contain the existence of any extranets, evidence of tale working and plans for the implementation of electronic procurement. Electronic community pays attention to the degree to which stakeholders have provided advice on electronic service delivery as well as the form of business planning employed and the existence of any form of electronic community strategy. 5. IMPLEMENTATION OF E-GOVERNMENT IN BRITAIN The current e-government strategy in Britain is based upon e-government targets set in the 1999 Modernising Government White Paper. At the heart of this strategy is the belief that government services should be available continuously and not just during conventional working hours. Consequently, the White Paper established targets that 50 per cent of dealings with the public sector should be capable of electronic delivery by 2005 and 100 per cent by 2008 (Cabinet Office 1999). These targets were revised by a subsequent strategy statement from the newly created OeE to involve 50 per cent by 2002 and 100 per cent by 2005 (Office of the e-Envoy 2000). The targets are not restricted to central government departments or agencies but cover the entire public sector, including local authorities. Indeed, as the primary location of most day-to-day services, local government is seen as being central to the delivery of the information age strategy. According to Eiffert and Puschel (2004), the num ber of transactions involved in local government vastly exceeds those of the rest of central government put together. Informatics Planning ââ¬Å"Some connection between their electronic government strategy and aspects of their modernisation agenda had been made by most authorities in Britain, however, there was surprisingly little evidence within the statements of the re-engineering of any current processesâ⬠(Barry 2004:37). There was little evidence of process mapping and redesign besides the general consideration of process changes required at the customer interface, apart from the general claim that electronic government change is organisational change. British local governments claimed to have an ICT strategy in place, but many acknowledged that it needed updating in the light of electronic government and needed to be more closely aligned with their electronic government strategy (Barry 2004). An initial costââ¬âbenefit analysis was also attempted, however a thorough assessment still had to be conducted by the majority of authorities. Financial analyses were also conducted, and findings were that cost sav ings were unlikely in the short term and cost neutrality was the medium-term goal for their authority. According to Barry (2004), most of the benefits of electronic government were likely to be intangible. Furthermore, the issue was also placed on inadequate resources, needed culture change within authorities and low-uptake of services as priority issues to be addressed. Informatics Management The council leader and the chief executive have been appointed by a significant proportion of the authorities in Britain as authority electronic champions. However, a variable level of support appeared for the electronic government agenda among elected members. ââ¬Å"The general assessment seemed to be that, while a proportion of council members were interested and enthusiastic about electronic government, a substantial proportion of most councilââ¬â¢s elected members had yet to be convinced of the case for electronic governmentâ⬠(Barry 2004:38). Specific structures for implementing the electronic agenda have been created, and electronic government officers for overseeing the strategy have been appointed by some governments. Most governments were only in the early stages of benchmarking their electronic service delivery and those that had completed this exercise placed their existing level of electronic service delivery in the lower quartile. Many local governments were re- using existing structures for implementing electronic government. Informatics Development Most governments in Britain had created development plans that had clearly evolved from their existing informatics infrastructure. Some authorities had aspired to consider more radical and aspirational solutions for the longer term future based on some early piloting of key technologies. Most authorities have also seen adequate resourcing for electronic government as a crucial issue. ââ¬Å"Estimates from authorities regarding the investment required for the Welsh region for implementing the electronic local government agenda fully ranged from à £20 million to à £200 millionâ⬠(Barry, 2004:39). Many of them have been actively looking towards various forms of external funding in order to finance critical components of their electronic government agenda. According to Barry (2004), one important aspect that was poorly addressed in most Implementing Electronic Government statements was the degree to which authorities believed they had the sufficient internal skills base required f or implementing the electronic government agenda effectively over the long term. The Customer Chain ââ¬Å"Most of the planning within authorities in Britain appeared to be devoted to enhancing the customer chainâ⬠(Barry 2004:39). There was a need to re-engineer access to government services by using multiple access contact centres which are supported by sophisticated customer relationship management systems. This innovation was seen as particularly difficult for the smaller authorities, and in Wales for example, only one authority appeared to be well advanced in this area. In terms of the Society of Information Technology Managerââ¬â¢s four-point scale of categories (promotional, content, content plus and transactional) most authority WWW sites were currently content. The aspiration amongst most authorities was for fully transactional WWW sites, however only some authorities were using such technologies for facilitating interaction between, for instance, councillor and citizen. The Internal Value Chain ââ¬Å"In discussions with the authorities it appeared that the enablement of the internal value chain of authorities was at a much more advanced stage than the enablement of the customer and supply chainsâ⬠(Barry 2004:41). However, there was little description of the state of the back-end infrastructure and the integration and inter-operability of back-end systems in the Implementing Electronic Government statements themselves. There was also little allusion to plans for front-end/back-end systems integration in most authorities. ââ¬Å"Most authorities seemed to be using basic technologies such as electronic mail to good effect internally, many had intranets and many had upgraded their internal communications infrastructure. However, the use of technologies such as content, document and knowledge management was variableâ⬠(Performance and Innovation Unit 2000). Furthermore, many authorities expressed concern over the increasing costs and unclear benefits of document mana gement systems. The Supply Chain Supply chain has been the least enabled theme within British authorities, even though in the private sector, electronic enablement of the supply chain was seen as critical to modernisation. Some authorities were piloting aspects of electronic procurement, but few authorities had a clear strategy in this area. Most also did not appear to be using extranets in any serious way and tele-working was being piloted only by a minority. The Community Chain The issue of the electronic community was treated differently amongst the governments. A minority of the governments oriented their entire electronic government strategy around the key idea of partnerships with the community, the community information plan was the electronic government plan in such authorities. ââ¬Å"In the majority of the authorities, however, the electronic community was placed as one but not the only issue in their electronic Evaluating electronic local government in the UK 145 government strategy. Most authorities had consulted on electronic service delivery and, as a result, predicted low uptake of such services in the short to medium termâ⬠(Barry 2004:44). 6. CONCLUSION Local e-government in England is a hugely complex change programme that takes in almost every aspect of local government and almost everyone involved. The scale of the transformation which is envisaged, and the timescale in which it is expected to be achieved, are both highly ambitious. It is only by understanding this transformation as a both an organisational and socio-technical phenomenon and developing management practices appropriate to the emergent and on-going character of the change required, that many of the goals of e-government are likely to be realised. The effective implementation of e-government requires that the many resource gaps that exist in relation to appropriate leadership, change and project management skills are filled. Augustus Ceasar Two of the most destructive problems facing the late Roman Republic were the instability and disunity caused by incessant civil wars. Rome's rapid expansion, after the Punic Wars, resulted in socioeconomic changes that permanently divided the state. Both aristocratic and plebeian parties sought total control of Rome and tried to destroy each other. Civil war was the continuation of party politics by other means. Consequently, the power of the military became supreme. Control of Rome's armies steadily shifted away from the legitimate government to the generals because the soldiers began to give their allegiance to their generals rather than to the civil authorities. On dismissal from military service, the legionnaires had no farms to return to, and they depended entirely on whatever land and money their generals could provide since the government was unwilling or unable to supply veterans with livelihoods. Thus, the generals became autonomous centers of power. The general who dominated the strongest army ruled the state. Repeated power struggles of these military strongmen ignited more civil wars that further undermined the stability and unity of the late Roman Republic. Augustus saw how divisive to the Roman polity civil war was. He understood that control of the legions by the civil government was necessary for the establishment of peace and order throughout the Roman Empire. He wanted to reorganize and institute changes in the military to assure that it would not rise again in support of some triumphant general to challenge the legitimacy of the state. Since warfare within the Empire was eliminated, the role of the legions changed. Its main objectives consisted in protecting the borders from foreign foes and pacifying conquered lands through the gradual introduction of the Roman language, law, administration, and engineering. Augustus' priority was to reduce the number of the legions from 60 to 28, settling in the process more than 100,000 veterans in colonies in Italy, Africa, Asia, and Syria. While proscription financed previous resettlement efforts, the vast wealth of Egypt, which he seized after Antony's defeat, subsidized Augustus' massive resettlement program. He raised the troops' salary and regularized the payment of pensions, which consisted of land and money, to veterans. Augustus, thus, reduced the old threat of soldiers giving their allegiance to wealthy generals rather than to the state. He also standardized the length of military service. Common Information Security Threats Essay
The internet is approximately 40 years old and is continuing to grow at a rapid pace. This rapid growth and use of the internet for practically everything you can do in life has also cause a major increase in threats. Cyber-criminals are often breaking into security on many major websites and making the news. Information Security is turning into an important part in protect a businessââ¬â¢s information. Amazon.com website went online in 1995 (Byers, 2006). Amazon offers there services and products through the website Amazon.com to many countries around the world, which includes: United States, Canada, France, Spain, Japan, Italy, Germany, United Kingdom, and China (Amazon, 2012). Amazon has been around for approximately 17 years and continuous to be a successful business. One of the reason for this is because Amazon investing time in Information Security. Amazon has a massive amount of information on servers around the globe contain sensitive information, not only information for Amazon but also for Amazonââ¬â¢s customers. Some examples of the information Amazon maintains on the servers they own: product information, warehouse information, call center information, customer service information, service information, customer account information, bank information, cloud computing information, digital media download information, and reviews of customers for product information (Amazon, 2012). There will always be some kind of the potential risks to the information maintained by any business or person because new vulnerabilities are found every day. Just recently, on August 7, 2012, a wired magazine reporterââ¬â¢s information stored on his Google account, Twitter account, MacBook, iPad, and iPhone where erased without the user wanting this done. A hacker that goes by the name of Phobia comprised the reporters Amazon account with a security exploit. The security exploit allowed Phobia to access the reporterââ¬â¢s Amazon account by calling and resetting the passwords over the phone with the reporters co mpromised AppleCare ID and Amazon ID (Kerr, 2012). Amazon responded with the following, ââ¬Å"We have investigated the reported exploit, and can confirm the exploit has been closed as of yesterday afternoon (Kerr, 2012).â⬠Another major breach in security for Amazon occurred on the Zappos.com, which Amazon also owns. 24à million accounts where compromised, which included the following account information: names, shipping addresses, billing addresses, phone numbers, and email addresses (Vilches, 2012). Zappos CEO Tony Hsieh wrote in an email that the hackers gained access to the internal network of Zappos allowing the hackerââ¬â¢s access to the server that was in Kentucky. On October 28, 2011 a researcher uncovered a massive security flaw in the Amazon Cloud service that is provided by Amazon (Hickey, 2011). A team of German researchers found a way that hackers would be able to access user accounts and data. The methods of attack the security researchers found that the Amazon Cloud service was vulnerable to where signature wrapping and cross site scripting. XML signature wrapping attacks were developed that could completely take over a user account with administrator permissions for the Amazon Cloud accounts. The AWS interface could also be manipulated to run an executable code and create cross-site scripting attacks. The researchers said that they had access to all the customer data, including authentication data, tokens, and passwords (Hickey, 2011). There are many other vulnerabilities for Amazon that may exist but are not known. Intruders (hackers) are a major threat for Amazon as proven from the previously listed examples. When the attack is done by a small group or just one person the threat will fall into the unstructured category (Conklin, White, Williams, Davis, & Cothren, 2012). Threats caused by attacks by hackers that are in a criminal group are known to fall into the structured category (Conklin, White, Williams, Davis, & Cothren, 2012). Physical security is important to remember because if a hacker can get into the internal network and infrastructure, it can be much easier to gain unauthorized access to the network. Information Security risk analysis is used to access the vulnerabilities, threats, and how to set controls for an organization (Whitman, 2011). List of what can be vulnerable: Web Servers, Computer Servers, Routers, Client, Databases, Firewalls, Software, Power, and Transmission. List of threats: Denial of Service Attacks, Spoofing and Masquerading, Malicious Code/Virus, Human Errors, Insider Attacks, Intrusion, Spamming, and Physical Damage to Hardware. List of costs: Trade Secrets, Client Secrets, Trust, Lost Sales, Clean up Costs, Information, Hardware, Software, Services, and Communication. List of controls to be used: Firewalls, IDS, Single Sign-on, DMZ, Security policy, Employeeà Training, Configuration of Architecture, and Hardening of Environment. All of these lists can be put into a chart to help form a risk analysis and setup controls to be used for Amazon (Conklin, White, Williams, Davis, & Cothren, 2012). The legal, ethical, and regulatory requirements for protecting data need to be thought about when it comes to Information Security. Statutory laws, administrative laws, and common laws currently exist and are involved in computer security. New cyber laws are being defined by the courts, but none of these laws have been used yet (Conklin, White, Williams, Davis, & Cothren, 2012). In 1986, the Computer Fraud and Abuse Act (CFAA) was established to make it a crime to access computer systems when not authorized. Amazon has been around for 17 years and has a good track record for catching security risks and patching them quickly. With the internet continuing to grow at such a rapid pace, Amazon and everyone wanting to maintain their data integrity needs to tight down on their Information Security protocols. Should Mobile Phones Be Allowed in Schools
Children should be allowed to use their mobile phones in class because they can serve as ââ¬Ëlearning aids', a study claims today. Academics are calling on schools to rethink bans on phone handsets after trials suggested that functions such as calculators, stopwatches and email can be ââ¬Ëeducational'. However, the call is certain to infuriate many teachers and parents, who will be concerned that pupils will be unable to resist the temptation to put the devices to less productive uses, such as cyber-bullying or cheating in tests.During a nine-month experiment involving classes aged 14 to 16, pupils either used their own mobiles in lessons or the new generation of ââ¬Ë smartphones' which allow internet connection. They were used to create short films, set homework reminders, record a teacher reading a poem and time experiments with the phones' stopwatches. One teacher told researchers that students like mobiles and they know how to use them. ââ¬ËUsing this technology gives them more freedom to express themselves without needing to be constantly supervised,' the teacher said. However, the report admits that some teachers think greater use of mobile phones in schools could prove problematic. Your parent/ guardian can contact you regarding family matters and also after school if you have to walk your parent can phone you to make sure youââ¬â¢re secure. Likewise Mobile phones also provide safety and protection in times of need. If for example you are in danger of some sort you can phone someone quickly and inconspicuously. In addition if the child goes missing the police can track the mobile and parents can check in on the Childs location.Also mobiles can help if there is an emergency; your parents can phone you direct instead of phoning the office which would take longer. This would be more effective because your parent can tell you exactly whatââ¬â¢s going on instead of having a message passed to you. If for example your Gran was ill in hospital your mum or dad etc. could phone or text you updates through out the day. Mobiles also brings families together ââ¬âThey donââ¬â¢t seem to have much time to spend together anymore due to overtime and after-school activities, having the ability to communicate with any one of your family member helps bringing families together.Similarly if you forget something important like homework or your lunch you can contact your parent /guardian and they can drop it off. This would help when you have an important essay, for example, due but you forgot it at home. This would help make sure that all your homework is on time and would help teachers when they have to mark homework. Likewise if you are unwell in school, you can phone your parent to let them know. This would be helpful because your parent would be able to pick you up or can tell you what to do.Moreover mobile phones could save money because they could be used as calculators and can be used to record/ write notes. This would save a lot of money on paper which would make the school more eco friendly and money could be used on other equipment instead of just calcula tors which can be found on all phones, although teachers would have to supervise and trust pupils not to stray from the task. Another benefit would be that pupils can record important dates in their phone to help with important deadlines and exams.A final reason is that mobiles could be used for a wide range of educational purposes, including creating short movies, setting homework reminders, recording a teacher reading a poem and timing science experiments.
